This problem occurs when you close the download page tab 15 seconds before the download can be completed.

  • Does the same issue happen when using other browsers with the same website?— The downloads tend to complete using other browsers and show as complete in the download section on the browser.
  • What is the build and version of your Windows 10? To find this information, press Windows+R and type winver then press Enter. — The Windows 10 version is 1803 OS build 17134.1
  • What troubleshooting steps have you done to resolve the issue?— Just what you recommended. I cleared the cache data and files, browsing history, and cookies this has improved it slightly I think but big files are sticking or aborting.

Thank you for providing these information. Good to know that there's an improvement with the issue. To further troubleshoot, we suggest that you reset and repair Microsoft Edge. To do this, go toSettings >Apps>Microsoft Edge>Advanced options. Repairing the browser won't affect anything, but resetting will remove your history, cookies, and any settings you might have changed.

If the issue persists, you may try to uninstall the update since the issue occurred after you updated your system. Follow the steps below to remove an installed update:

  1. Select the Start button, then select Settings > Update & security > Windows Update > Advanced options > View your update history >Uninstall updates.
  2. Select the update you want to remove, then selectUninstall.

Recently some customers reported that sometimes downloads seem to hang at “1 sec remaining” and 99% in the new IE9 download manager.

Actually the files seem to be complete as renaming the “.partial” files seems to work.

There are several things that you can try to mitigate this:

1)Open Internet Explorer (IE) in no add-ons mode and check if that fixes the issue.

To start Internet Explorer without add-ons,

a.Click the Start button, and selectAll Programs.

b.Click Accessories, and selectSystem Tools.

c.Click Internet Explorer (No Add-ons).

2) Anti-virus or Anti-Spyware programs are blocking it. Before downloading anything, ensure you trust the website where the download is from and the download is not containing virus. Disable AntiVirus temporarily, and try to download something. If downloading is working now, it means the Anti Virus application is blocking it, you may contact the vendor of A/V for further help.

3) Ensure you have enough free disk space.

4) Ensure you are keeping the tab which launched the download open. For example, it may be triggered when you are going to a site full of videos, right clicking a video and clicking “Save Target As”, then closing the tab before the download can complete, If you keep the tab open, it will complete successfully.
